Lightning protection regulations in the UK

Search for the law on lightning protection and you will not find a single regulation that says "fit one". The obligation is built from layers: general health and safety law, the British Standards that show how to meet it, sector guidance, and the contracts you have signed. Here is how they fit together.

Four layers of obligation

Read from the top down. Each layer explains how to meet the one above it.

  1. The law

    Employers, owners, duty holders

  2. The standards

    Designers, installers, testers

    • BS EN 62305 parts 1 to 4: risk assessment, design, installation, inspection and maintenance of lightning protection.
    • BS 7430: the code of practice for earthing, used for the earth electrode measurements.
    • BS 7671, the IET Wiring Regulations: when surge protection should be fitted to the electrical installation.
  3. Sector guidance

    Schools, churches, heritage

  4. Contracts

    Insurers, landlords, funders

    • Building insurance conditions, which may require a system, a test certificate or a specialist contractor.
    • Leases and management agreements that make the landlord or tenant responsible for testing.
    • Fire risk assessments that record lightning protection as part of the building's fire precautions.

What this means in practice

If you are responsible for a building, the defensible position is simple. Know whether the building needs protection, either from a BS EN 62305 risk assessment or from clear sector guidance. If it has a system, keep it tested at the interval the standard sets for its class and use, which for offices, schools and public buildings means yearly. Keep the certificates, close out the defects and keep the drawing up to date.

If something goes wrong, the questions an insurer, a court or an inspector will ask are the same ones: did you assess the risk, did you act on it, and can you prove the system was maintained.

Scotland, Wales and Northern Ireland

The health and safety regulations above apply across Great Britain, with equivalent regulations in Northern Ireland. BS EN 62305 is a UK-wide standard. Building standards in Scotland and Wales have their own guidance documents but, like England, rely on the risk assessment rather than a blanket requirement.

Questions about the rules

Is lightning protection a legal requirement in the UK?

There is no general law that says a building must have lightning protection. The legal duty is to assess risks and keep systems safe. If the BS EN 62305 risk assessment, an insurer or sector guidance says a building needs protection, the duty holder is expected to fit it and keep it maintained.

What does the HSE say about lightning protection?

HSE enforces the general duties above rather than a specific lightning rule. Its electrical safety guidance covers keeping electrical systems safe, and its work at height guidance applies to anyone installing or inspecting a system on a roof or tower.

Do building regulations require lightning protection?

The Building Regulations in England do not have a specific requirement for lightning protection on ordinary buildings. The decision comes from the risk assessment and the client's brief, and design teams normally follow BS EN 62305.

Is annual testing a legal requirement?

The law requires systems to be maintained; the standard and sector guidance set the interval. BS EN 62305 allows up to 4 years for some classes but 1 year for critical buildings, and the DfE asks schools to test at least annually, so yearly testing is the safe reading for most workplaces.

Who is responsible for lightning protection in a rented building?

Whoever the lease or management agreement makes responsible for the structure and its systems, usually the landlord for multi-let buildings and sometimes the tenant on a full repairing lease. Employers in the building still have their own duty to assess risks.

Three quick screens: the postcode of the building, the work, then your contact details. Most people finish in about two minutes.

We are an introduction service, not a lightning protection contractor. We tell you which specialist covers your building before anything is shared, and no one calls you unless you agree.
